Negrense Solons Propose conversion of CHMSC to State University

Representatives Greg Gasataya of Bacolod City, Alfredo Albee Benitez of the 3rd District and Alejandro Mirasol of the 5th district of Negros Occidental, has filed House Bill 7081 converting the Carlos Hilado Memorial State College (CHMSC) in Talisay City, Negros Occidental, with satellite campuses in Talisay and Bacolod City, as well as in the Municipality of Binalbagan, into a state university known as the Carlos Hilado Memorial State University.
Stipulated in the said House Bill that CHMSC was formerly known as Paglaum State College was established in 1983 by virtue of Batas Pambansa Blg 477, has been an institution looked up to in the province in the fields of Science, Technology, and Livelihood.
The Bill seeks to bring educational opportunities to the underprivileged but deserving students of Negros Occidental, who are unable to pay for the quality but expensive education and cost of living in the private institutions in the province.
The Negrense solons believe that in view of the history, current status, achievements and strategic location of CHMSC, it has earned its merits to be converted into a state university and be of further service to the people of Negros Occidental not just through quality education but also accessible education.
As a state university, the governing board will be comprised by: the chairperson of the Commission on Higher Education (CHED); the President of the University as vice chairperson; and members - Senate chairperson in the Committee on education, arts and culture; chairperson of the committee on higher and technical education of the House of Representatives; the regional director of the National Economic Development Authority (NEDA); regional director of the Department of Science and Technology Region X1; president of the federation of faculty associations of the university; president of the federation of student councils of the university; president of the federation of alumni associations of the university; and two prominent citizens from the private sector who have distinguished themselves in their profession or fields of specialization.*(Edith B.
