House Committee on Constitutional Amendments chairman Rep. Roger Mercado (Lone District, Southern Leyte) and his colleagues share a light moment during a break on their hearing Tuesday on the proposed amendments to the 1987 Constitution, which include to a federal system of government. Under the proposal, the country will be divided into five Federal States, namely: Metro Manila, Luzon, Visayas, Mindanao, and Bangsamoro. The proposed amendments also include the creation of a Bicameral Parliament to be composed of a 300-member Federal Assembly and a 15-member Senate, with each state electing three senators. With Mercado are Committee on Justice chairman Rep. Reynaldo Umali (2nd District, MIndoro Oriental), Committee on Ways and Means chairman Rep. Dakila Carlo Cua (Lone District, Quirino), Rep. House passes proposed "Philippine HIV and AIDS Policy Act"

The House of Representatives unanimously approved on third and final reading House Bill 6617 or the proposed "Philippine HIV and AIDS Policy Act" which seeks to strengthen the government's comprehensive policy on Human Immunodeficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) prevention, treatment, care and support, and to establish the Philippine National HIV and AIDS Plan.

The bill seeks to repeal for the purpose Republic Act No. 8504, otherwise known as the “Philippine AIDS Prevention and Control Act of 1998”.

House creates TWGs to draft PH Federal Constitution

The House committee on constitutional amendments today created four technical working groups (TWGs), composed of its members, which will draft the Philippine Federal Constitution.

Each of the four groups will handle specific areas to be covered in the drafting of the new Federal Constitution.

The House committee on housing and urban development chaired by Rep. Alfredo Benitez (3rd District, Negros Occidental) resumed its hearing on the implementation of Proclamation No. 458, which has earmarked for socialized housing certain portions of land located along the Manggahan Floodway, in the city of Pasig and municipalities of Cainta and Taytay in the province of Rizal, where some informal settler-families are currently staying.

The House of Representatives committee on constitutional amendments on Wednesday held a consultation with the officials of the Autonomous Region in Muslim Mindanao (ARMM) and the Cordillera Autonomous Region (CAR) on their current situation, in view of proposals to shift to a federal system of government.
