Benitez: Nothing political in NIR issue

SILAY CITY – Negros Occidental Third District Representative Alfredo Benitez said Thursday the looming dissolution of Negros Island Region (NIR) has nothing to do with politics.

“I don’t think it’s political, it’s more on the (proposed) federalism,” the lawmaker said, adding that he doesn’t think the administration is testing the loyalty of the elected officials here.

Sugarcane industry gets P1.4B for 2017

NEGROS Occidental Third District Representative Alfredo Benitez said Thursday the reduced P2-billion sugarcane industry fund for next year was already addressed.

“We’re given P1.4 billion, which is short of P600 million from the P2 billion mandated appropriation. We had a gentleman’s agreement with the Department of Budget and Management and the House committee on appropriations that the P600 million balance will be added to 2018,” he said.

Congressmen of the Negros Island Region have joined the appeal for President Rodrigo Duterte to retain the NIR pending a shift towards a federal form of government.

Rep. Alfredo Abelardo Benitez (Neg. Occ.,3 rd District) yesterday said he is almost sure the 10 Negros congressmen and some partylist representatives will also push for the retention of NIR as a federal state when the time comes, which will be advantageous to Negros from an economic perspective, and makes sense from the social and cultural aspect.

Rep. Greg Gasataya (Bacolod) said nine of 10 NIR congressmen signed the letter they sent to the president for the retention of the NIR.

“We are already on the right track towards achieving our two decades old dream of unified Negros provinces to fast track development through an integrated ecosystems-based planning and program implementation. We are just beginning to chart our destiny,” the letter to the president said.

3rd district gets P4B in projects

Rep. Alfredo Abelardo Benitez yesterday said P4 billion in projects were implemented in the third district of Negros Occidental in his second term as congressman, and P1.2 billion more is earmarked for infrastructure projects in 2017.

Benitez, delivered his 2013-2016 state of the district report before Vice Governor Eugenio Jose Lacson, Bacolod Rep. Greg Gasataya, mayors Francis Frederick Palanca – Victorias City, Mark Golez – Silay City, Andrew Montelibano – Murcia and Marvin Malacon - EB Magalona, and barangay officials of the third district of Negros Occidental at the Silay Civic Center.

Drug rehabilitation center eyed in Silay

A plan is up to put up a drug rehabilitation center in Silay City, Negros Occidental, and the city government is now looking for a site for it, in tandem with Rep. Alfredo Benitez (Neg. Occ., 3rd District), Mayor Mark Golez yesterday said.

Golez, however, said it will take time, as they have to comply with mandated requirements.

Yesterday, Benitez said there is need to increase the number of drug rehabilitation centers to accommodate more drug dependents.

In his State of the District Address yesterday at the Silay City Civic Center, Rep. Alfredo Benitez (3rd District) expressed his belief that President Rodrigo Duterte is planning to suspend NIR until the country shifts to a federal system, where the government can push through with “full implementation.”

It was recently revealed by Department of Budget and Management (DBM) Secretary Benjamin Diokno that an executive order to dissolve NIR is currently awaiting the president’s signature.

NIR Solons to Push for Negros Fed State

Silay City - Congressmen in Negros Island Region will push for a Negros Island Federal State if moves for a shift to federalism will materialize, Rep. Alfredo Benitez (3rd district) said.

Benitez, who held his State of the District Report in this city’s Civic Center, said that he believes that President Rodrigo Duterte is “holding in abeyance the full implementation of the NIR.”

All the district congressmen and party list representatives who hails from Negros will definitely be supporting the inclusion of the NIR as one of the federal states.

He is not dissolving it but waiting for the moves for the Philippines to shift to a federal form of government, he said.

SIDA 2017 Budget Down by P600M

Negros Occidental Representative Alfredo Benitez (3rd District) yesterday confirmed that the allocation for the sugar industry as mandated in the Sugar Industry Act (SIDA) of 2015 is short by P600 million for next year.

However, Benitez said that there was a gentleman’s agreement with the Department of Budget and Management that the shortfall will be added to the 2018 budget.

Benitez said this will make the 2018 SIDA P2.6 billion.

The SIDA was signed by then President Benigno Aquino III to develop the Philippine sugarcane industry by setting aside P2 billion every year for grants to sugarcane farmers, farm mechanization programs, research and development activities for the sugarcane industry, and scholarship grants for agriculture students.
