As threats of more destructive natural disasters mount, the chairman of the House Committee on Housing and Urban Development has underscored the need for government and private housing developers to locate their projects away from geo-hazards, particularly earthquake fault systems.

Speaking at the Asia-Pacific Housing Forum 6, Negros Occidental Rep. Alfredo (Albee) Benitez aired this call as he strongly pushed for the prioritization of a housing and urban development legislative agenda that would address the huge housing backlog that could balloon from two million to 6.6 million when the country elects its next president in 2022.

Focusing on the other “H” in his  METRO 3RD ASENSO –IHELP (infrastructure-health & housing-education & environment-livelihood-policy) PROGRAM, Congressman Alfredo Benitez  initiated an inventory of informal settler families (ISF) and a review of the various housing programs of local government units in the Third District.

Marie June Pavillar Castro, women’s rights advocate, civic leader and former Silay City councilor who was  tasked as District Coordinator for Housing Concerns DCHC), said the initial inventory recorded close to 50,000 informal settler families in Victorias, EB Magalona, Silay, Talisay and Murcia.  As she works closely with the LGUs to assist fast-tracking their housing programs and other related concerns, the listing and mapping of ISFs continue to generate an accurate data-baseline for appropriate interventions and provide relevant inputs to policy initiatives to address the housing backlog and other issues.

The House committee on housing and urban development chaired by Rep. Alfredo Benitez (3rd District, Negros Occidental) resumed its hearing on the implementation of Proclamation No. 458, which has earmarked for socialized housing certain portions of land located along the Manggahan Floodway, in the city of Pasig and municipalities of Cainta and Taytay in the province of Rizal, where some informal settler-families are currently staying.

‘Private sector must help govt solve housing mess

The chairman of the House Committee on Housing and Urban Development said the government should now tap the help of private sector in addressing the country’s housing problems.

Rep. Alfredo B. Benitez of PDP-Laban Party-list said the government alone cannot solve the worsening housing problems of the Philippines.

Lawmaker pushes audit of P5B housing budget

The House of Representatives will scrutinize the P5-billion annual budget for the government’s socialized housing program in light of the occupation of a government housing program in Pandi, Bulacan by members of Kadamay, according to Rep. Albee Benitez of Negros Occidental.

Benitez, chairman of the House Committee on Housing and Urban Development, on Tuesday inspected the housing units in Pandi that were originally intended for soldiers and policemen.

Congress will have to exercise its oversight powers to redirect government’s unsatisfactory housing and urban development program that is further threatened by the effects of the so-called Kadamay takeover of housing projects in Bulacan.

Negros Occidental Rep. Alfredo “Albee” Benitez lamented that while a P5-billion annual funding for socialize housing may not be sufficient to address the overall needs of the country, the money appeared to have been directed to implement housing projects that appear to have few takers.

PANDI, Bulacan , Philippines  – Lawmakers yesterday warned of the possible collapse of the government’s socialized and low-cost housing program after several beneficiaries refused to pay their monthly amortization to the National Housing Authority (NHA), citing the thousands of shelters given for free to members of a militant urban poor group.

Sen. Joseph Victor Ejercito and Negros Occidental Rep. Alfredo Benitez made the warning after inspecting the housing units here that have been illegally occupied by over 5,000 members of the Kalipunan ng Damayang Mahihirap (Kadamay).

Ejercito and Benitez chair the committees on housing and urban development in the Senate and the House of Representatives, respectively, which are conducting a joint inquiry into the issue.

The head of the Housing and Urban Development committee at the House of Representatives on Monday said the recent takeover of urban poor group Kalipunan ng Damayang Mahihirap (KADAMAY) of idle housing units in Bulacan showed gaps in the government’s approach toward the country’s housing problem.

Negros Occidental Rep. Alfredo Benitez said they would like to find out if the solution “being provided by the government is effective,” particularly in addressing the issues of affordability and accessibility of the houses it builds for sectors that are supposed to benefit from these.
