NIR, Bacolod Redistricting Won’t Be Affected by the Federal Shift

The chairman of the House Committee on Constitutional Amendment said here Friday that the Negros Island Region (NIR) and the possible redistricting of Bacolod City will not be affected by the proposed shift to federal system of government.

Rep. Roger Mercado (Lone District, Southern Leyte) said that NIR will remain as one region under the federal system.

He added that he is fully aware that the retention of the NIR is being supported by the Negrense solons who are part of the Visayan bloc in Congress.

Mercado said that only regions which are “low” in revenues may be grouped with other regions to form one federal state.

He pointed out that Region 8 for instance will be clustered with Region 7 as one federal state with Cebu City as the state capital.

Mercado also said that if the redistricting of Bacolod City into two districts pushes through this will not also be affected by the shift to federal system.

“We are on schedule.” Mercado said as far as the efforts of the House is concerned in the move to shift from presidential system to federal system of government.

He said that his committee is conducting consultations nationwide.

During the State of the Nation of President Rodrigo Duterte in July this year, “both Houses of Congress and the Senate can convene the Constitutional Assembly,” he said.

As far as the shift to federal system of government is concerned, Mercado said “we can have it before President Duterte’s term ends.”

Mercado was in Bacolod last week to conduct a public consultation on constitutional reform held at the Bacolod Government Center
