Status quo on Capitol passes remains pending agreement

Numerous complaints were raised yesterday, including from farmers delivering their produce, that their Enhanced Community Quarantine (ECQ) passes issued by Negros Occidental Gov. Eugenio Jose Lacson were not being honored at the Bacolod City border checkpoints.
Bacolod Mayor Evelio Leonardia said he and the governor had discussed the matter, and City Legal Officer Joselito Bayatan and Provincial Incident Management Team commander Jonathan Lobaton met yesterday to thresh out concerns on the provincial government issued ECQs.
The city government sent its proposals to the governor last night and pending an agreement, the status quo will remain on the use of the provincial government issued ECQ passes to enter the city, Leonardia said.
Leonardia said the tightening of the enforcement of the ban on the movement of vehicles, including those entering the city, was enforced because traffic increased in Bacolod City Monday despite the ECQ.
He said there is no ban on the entry of vehicles carrying essential goods and agricultural products into the city.
Negros Occidental Vice Governor Jeffrey Ferrer said Leonardia should respect the provincial passes signed by the governor.
“The Negros Occidental provincial government has always been respectful of the city government, all that we do is done in coordination and we inform Bacolod of our decisions,” former Rep. Alfredo Benitez added.*
