House to fast track transformation of Congress into a constituent assembly

The House of Representatives on Monday moved to fast track the transformation of Congress into a constituent assembly for the purpose of revising the 1987 Constitution.

Majority Leader and Camarines Sur Rep. Rolando Andaya Jr. said that a resolution will be filed today by the House Committee on Rules to convene Congress into a constituent assembly and that the two chambers will vote separately.

Two more senior members of the House of Representatives lost their chairmanship as the new leadership continued a revamp of key posts including the chairmanship of the Committee on Justice.

Mindoro Oriental Rep. Reynaldo Umali’s record eight-year run as chair of the justice panel is expected to end within the month with the impending election of provincemate Rep. Doy C. Leachon as his replacement.

Panel sets hearing on Federal Constitution

The hearing on the proposed Federal Constitution will push through as scheduled on August 1, Wednesday, the chairman of the House Committee on Constitutional Amendments assured today.

Southern Leyte Rep. Roger Mercado said he will continue serving as chairman of the panel and will facilitate discussions on the draft Charter, which was submitted by the Consultative Committee (Con-Com)on July 11.

“We are scheduling the Committee hearing on Wednesday, August 1. I will continue working as chairman since there are no Committee elections yet,” he said in an interview.

The Mercado panel was supposed to conduct a hearing on ConCom’s draft Charter on July 25. Mercado said they postponed the hearing as “they have to wait and see for leadership guidance.”

He maintained that the mandate of his panel is to study the recommendations made by the Con-Com, chaired by former Chief Justice Reynato Puno.

Mercado earlier said he is willing to relinquish his post if he is called to do so.

Negros Occidental Rep. Albee Benitez, chairman of the House Committee on Housing and Urban Development, disclosed that Speaker Gloria Macapagal-Arroyo met with different committee chairmen and instructed: “to continue with the legislative work and to see to it that it will not be delayed.”

Negros Occidental Rep. Albee Benitez, head of the powerful Visayan Bloc and a key PDP-Laban leader in the House of Representatives on Friday laughed off speculations of an impending exodus of party members, mostly congressmen, from the president’s political party.

Benitez, who has been asked by Speaker Gloria Macapagal-Arroyo to help speed up the transition in the change of House leadership, denied he will lead fellow PDP-Laban congressmen in abandoning the party, saying that all members are fully aware that such move could lead to political suicide.

The chairman of the House Committee on Housing and Urban Development on Thursday asked the National Housing Authority (NHA) to speed up the processing of applications for 55,000 unoccupied housing units, warning that foot dragging could trigger chaos the implementation of government’s socialized housing program.

NHA suspends 20 contractors, employees over housing mess

The National Housing Authority (NHA) has suspended 20 contractors and placed under preventive suspension a number of its executives and employees in connection with the on-going investigation into irregularities that attended the housing projects for victims of supertyphoon Yolanda and the Zamboanga City siege of 2013.

But Negros Oriental Rep. Albee Benitez, chairman of the House Committee on Housing and Urban Development said the action taken by General Manager Marcelino Escalada only deserves“half commendation.” The other half, Benitez said will come when the culprits are criminally charged and blacklisted from all government housing projects.
