Federalism shift via Con-Ass pushed

House leaders are one with Speaker Pantaleon Alvarez in pushing for federalism to fast-track the passage of the Duterte administration’s pro-people projects; and the best way of going about Charter change (Cha-cha), according to one legislator, is through a Constituent Assembly or Con-Ass.

Deputy Speaker and Batangas Rep. Raneo Abu and Eastern Samar Rep. Ben Evardone agreed with Alvarez that the snail-paced approval of significant legislation can be addressed through a shift to a federal form of government.

MARAWI CITY – The chairman of the House Committee on Housing and Urban Development on Thursday warned crooks behind the multi-million peso irregularities in the “super-typhoon Yolanda” housing projects to stay away from government reconstruction and rehabilitation program in this war-torn Mindanao locality.

Senior administration Rep. Albee Benitez (PDP-Laban, Negros Occidental) aired this warning as he asked the local government of Marawi City to submit the master plan for the city’s reconstruction, saying that a carefully laid urban design could make it the centerpiece of urban development.

Solon seeks congressional probe on Budol-Budol gangs

The House of Representatives will step in and look into the growing number of overseas Filipino workers (OFWs) and their families who have been victimized by “Budol-Budol” gangs.

“Budol-Budol” refers to a form of swindling punishable under Article 315 (2) (a)  of the Revised Penal Code.  The gangs normally prey on unsuspecting persons using fraud, oftentimes promising get-rich quick schemes to get their victims to part with their hard-earned money.

Negros Occidental Rep.  Alfredo “Albee” Benitez, chairman of the House Committee on Housing and Urban Development,  is set to file on Monday, November 20, a resolution urging the appropriate panel to look into reports of Budol-Budol gangs that target OFWs and retirees.

Bring to zero the more than 190,000 backlog in housing units for Yolanda-affected families when the nation observes next year the fifth anniversary of the worst typhoon tragedy that hit the country in recent history.

That was the challenge aired by the chairman of the House of Representatives committee on housing to the National Housing Authority (NHA) when the country marked the fourth anniversary of the super-typhoon yesterday.

Negros Occidental Rep. Alfredo “Albee” Benitez also called for the swift release of funds to finance the Typhoon Yolanda Housing Project as noted by the Commission on Audit in the recently-released 2016 Annual Financial Report for Government Owned and -Controlled Corporations that included NHA.

Plunder raps await Yolanda contractor, NHA execs

The chairman of the House Committee on Housing and Urban Development will recommend the filing of plunder charges against a contractor of housing projects for victims of typhoon “Yolanda” in Eastern Samar, including officials of the National Housing Authority (NHA).

A congressional inquiry revealed collusion between the contractor and the lead government agency in the Yolanda housing program.

Negros Occidental Rep. Alfred “Albee” Benitez, committee chairman said when Congress resumes session next month, they will recommend the filing of plunder charges against contractor Juanito Tayag of the J.C Tayag Builders, Inc., and several officials of the NHA, whose names he did not reveal.

Bacolod City — President Duterte’s move to shift to a federal government is gaining more support in Bacolod and Negros Occidental.

Martin Diño, a strong Duterte ally and former Subic Bay Metropolitan Authority chairman, was in Negros Occidental Monday to seek Negrenses’ support for the move towards federalism, a move that will keep the two Negros provinces together and create a free port zone that could generate thousands of jobs.

The House of Representatives has unanimously adopted a joint resolution that would grant the National Housing Authority (NHA) the power to award other qualified beneficiaries the thousands of unoccupied and unassigned housing units previously reserved for uniformed personnel of the government.

Voting 212 for and zero against, the Lower Chamber approved House Joint Resolution (HJR) No. 15 authored by Negros Occidental Rep. Alfredo “Albee” Benitez and several other members of the House Committee on Housing and Urban Development that he chairs.

A House leader proposes to require business establishments to install closed circuit television (CCTV) or video surveillance system to deter crimes and to protect lives and properties.

Negros Occidental Rep. Alfredo “Albee” Benitez filed House Bill (H.B.) 6381 calling for the installation of the CCTV cameras or video surveillance system in business establishments, public offices and facilities, public and private schools, parks, public markets, and major roads and intersections.

House approves redistribution of unoccupied gov’t housing units

Acting on the low occupancy rate of housing units originally intended for uniformed personnel, the House of Representatives unanimously backed a joint resolution authorizing the National Housing Authority (NHA) to redistribute the thousands of completed houses in government developed communities.

Voting through viva voce, the legislative chamber passed House Joint Resolution 11 authorizing the NHA to award unoccupied and unassigned housing units to other qualified beneficiaries.

Negros Occidental Rep. Alfredo Benitez, chairman of the House Committee on Housing and Urban Development, sponsored the legislative measure that was endorsed for swift approval by the House panel in response to the alleged “house grabbing incident” that the Kadamay urban poor group staged a few months back in Pandi and San Jose del Monte, Bulacan.

The contractor of the P892 million housing project for “Yolanda” victims faces plunder and a string of criminal cases after lawmakers confirmed that the houses he built could jeopardize the lives of people for containing substandard construction materials.

Negros Occidental Rep. Alfredo “Albee” Benitez, chairman of the House Committee on Housing and Urban Development, said an inspection team sent by the House panel to verify the contractor’s denials to the said accusations confirmed that he had perjured himself.
