Access to water, electricity delayed housing for victims of ‘Yolanda’ – Benitez

Access to water and electrical services has been pinpointed as among the factors that caused the delay in the implementation of housing relocation and resettlement projects for victims of typhoon Yolanda four years ago in Leyte and Samar.

Negros Occidental Rep. Alfredo Benitez, chairman of the House Committee on Housing and Urban Development, said the irregularities in the construction of housing units have been aggravated by lack of access to water and electrical facilities for the thousands of typhoon victims in Eastern Samar and Leyte.

House of Representatives members on Monday scolded the National Housing Authority (NHA) for being too nonchalant in its supervision of the construction of resettlement sites for super typhoon “Yolanda” (international name: Haiyan) victims.

Negros Occidental third district Rep. Alfredo Benitez, Caloocan City second district Rep. Edgar Erice and Eastern Samar lone district Rep. Ben Evardone all agreed during a House inquiry that it’s the NHA’s fault why the construction of homes for the victims remain “snail-placed” nearly four years after the storm.

A House leader is calling on his colleagues to pass a bill seeking to provide retirement pay not only for barangay officials, but also for barangay tanods, health workers and Day Care workers.

Negros Occidental Rep. Albee Benitez sought the creation of a Barangay Retirement Fund which shall be used to finance the retirement of barangay officials, barangay tanods, members of the Lupon ng Tagapamayapa, barangay health workers and Day Care workers.

The chairman of the House Committee on Housing and Urban Development yesterday asked the National Housing Authority (NHA) to explain why it failed to address anomalies in the construction of houses for super -typhoon ‘Yolanda’ victims notwithstanding the agency’s snail-paced delivery of completed housing units.

Citing a Commission on Audit (COA) report, Negros Occidental Rep. Alfredo “Albee” Benitez disclosed that the NHA accomplishment record in delivering housing units for ‘Yolanda’ victims and other resettlement program for informal settler families has been dismal.

Tacloban City – The House of Representatives committee on housing and urban development is eyeing criminal charges against individuals and officials involved in the anomalous implementation of various housing projects intended for victims of super- typhoon Yolanda in Eastern Visayas.

Rep. Albee Benitez, House committee chairman, the results of the investigation on the supposed housing project anomalies, wherein substandard materials were allegedly used, will be forwarded to the Department of Justice (DOJ).

Borongan, Eastern Samar – A senior administration congressman yesterday deplored multi-million peso irregularities in the implementation of the shelter project for victims of super-typhoon “Yolanda,” noting that the housing units were built using substandard construction materials.

Hundreds of government-funded housing units for Yolanda victims will have to be inspected after contractors who won the heavily-financed shelter project have reportedly tapped unqualified sub-contractors to do their job, Negros Occidental Rep. Alfredo “Albee” Benitez revealed.

The four technical working groups (TWGs) of the House Committee on Constitutional Amendments are eyeing the approval of the draft new Philippine Federal Constitution by November.

Southern Leyte Rep. Roger Mercado, committee chairman, said the TWG members agreed to finish their work by November this year and submit the draft new Federal Constitution to the committee for final discussion and approval.
