2 House bills seek synchronized village polls and plebiscite on new Constitution

BACOLOD CITY — Congress has until March 21 to pass bill postponing the barangay and Sangguniang Kabataan elections, said Negros Occidental Rep. Alfredo Abelardo Benitez.

He said there were two bills filed in the House of Representatives seeking the postponement of the barangay polls so it would be held simultaneously with the plebiscite on a new Constitution.

House OKs creation of housing department

The House of Representatives has approved on third and final reading the bill creating the Department of Human Settlements and Urban Development to govern the country’s basic housing needs.

House Bill No. 6775 was passed on Tuesday with 193 votes in its favor. Six members of the Makabayan bloc cast votes against it.

The proposed department would take over the functions of the Housing and Urban Development Coordinating Council (HUDCC) and the Housing and Land Use Regulatory Board (HLURB) and act as the primary agency responsible for the management of housing, human settlements and urban development.

NHA may bid out Yolanda housing project again as contractor comes under fire

The National Housing Authority is set to terminate the contract of a construction firm that allegedly used substandard materials in the houses meant for the resettlement of families in Eastern Samar that were displaced by Typhoon Yolanda (internationally known as Haiyan) in 2013.

A notice to terminate and a show-cause order was issued to J.C. Tayag Builders, Inc., back in August, NHA Visayas Management Office officer-in-charge Grace Guevarra said on Tuesday during the joint inquiry of the House of Representatives’ housing and good government committees on Tuesday.

Contractor denies using substandard materials in ‘Yolanda’ housing

A contractor denied before a hearing at the House of Representatives on Monday that he had built substandard housing for the victims of Supertyphoon Yolanda.

During the hearing conducted by the House Committee on Housing and Urban Development, Juanito Tayag, who owns JC Tayag Builders Inc., lamented that lawmakers deemed as “gospel truth” the allegations of a certain Camilo Salazar that substandard materials were used in the construction of the housing units.
